Perhaps a species who planted themselves in human society, relying on their beliefs to give themselves a suitable position of power. Or, perhaps he truly believed he was an archangel. Who was the Doctor to argue? What it meant was that either this man was delusional, or that he wasn't human, and that this sort of thing had never happened to him before, and in the Doctor's experiences, the latter was more likely.
